Collects built VSIX files from a packages directory into an output directory with validation. Shared version of the action used in salesforcedx-vscode, with configurable packages-dir and output-dir inputs so it works across repos. Co-Authored-By: Claude Sonnet 4.5 <noreply@anthropic.com>
