Motivation
Shared configuration inheritance needs an internal representation that preserves layer order and resolves only the selected tool.
Changes
Add internal configuration layer types and helpers that place inherited layers before the project and resolve factories sequentially with their native arguments. Missing definitions contribute nothing, staged task generators remain callable values, and results are not cached across resolutions.
This foundation is isolated from the current loaders and public exports. Tool-specific merging and adapter integration will follow in separate PRs.
Validation:
pnpm build,pnpm --filter rstack build:native,pnpm check, andpnpm testpassed (386 tests passed, 1 skipped), including 12 new layer tests.pnpm check:spell --gitignore --no-progresspassed; the default spelling command also scanned existing ignored TODO and temporary files and reported unrelated errors there.
