Summary
This PR refreshes the JavaScript toolchain and generated project templates to the latest compatible releases. It upgrades pnpm, Rsbuild, Rslib, Rstest, Rspress, and supporting packages, then regenerates the pnpm lockfile. Rslib remains on the 1.0 RC channel, while the Vue and Svelte templates remain on TypeScript 6 until their type-checking toolchains support TypeScript 7.
