Overview
Bumps the centrally managed StackExchange.Redis package from 3.1.31 to 3.2.1 in Directory.Packages.props. No source or project reference changes—only the shared NuGet version used by the solution.

This is a minor client-library upgrade on the Redis connection layer the stack builds on; behavior changes would come from the upstream package, not from edits in this repo.

Looks like StackExchange.Redis is updatable in another way, so this is no longer needed.
