Download manager button still show "Needs attention" tooltip when there is none

Describe the bug

Hovering over the right part of the download manager button shows the "Needs attention" tooltip, even though there are no tasks that need attention. Before I saw this issue, I did have a "Needs attention" task.

Steps to reproduce

0. (Have a task that needs attention, then successfully repair it)
1. Hover over the right part (1/4-ish) of the download manager button
2. See "Needs attention" tooltip
3. Check there's no any task that needs attention
