docs: adopt organization-balanced governance voting

Summary

• Introduce organization-balanced voting for formal governance decisions, with one vote per affiliation.
• Keep routine technical decisions under lazy consensus and individual Maintainer authority.
• Define public voting, approval thresholds, affiliation handling, abstentions and recusals.
• Align Maintainer appointment and removal, conflict resolution and governance amendments with the new rules.
• Require Maintainer affiliations to remain current in MAINTAINERS.md.

Rationale

This change addresses the organization-balance recommendation raised during the CNCF governance review. It prevents a single organization from reaching a governance supermajority through Maintainer headcount alone.

With the current Maintainer affiliations, Postman and AXA France each have one organizational vote. A formal governance decision therefore requires support from both affiliations.

This amendment must be approved under the governance rules currently present on main: approval from at least 66% (two-thirds) of the current Maintainers through PR review or vote. The organization-balanced rules take effect only after this PR is approved and merged.

Formal Maintainer Vote

This pull request changes the Microcks governance model. It must be approved under the governance rules currently present on main.

All current Maintainers are invited to vote by replying:

• +1 — Approve
• 0 — Abstain
• -1 — Reject, with an explanation

Approval requires at least 2 of the 3 current Maintainers.

Although not required by the current rules, support from both represented affiliations is requested because this proposal introduces organization-balanced governance.

The vote closes on September 21, 2026 at 23:59 UTC, or earlier if all Maintainers vote and the outcome is final.
