feat: Add organization-wide AI Contribution Policy

• Add AI-POLICY.md: org-wide AI Contribution Policy modeled after Cilium and Strimzi
• Update CONTRIBUTING.md to reference the new AI Policy under Pull Requests
• Add 5-point checklist to PR template including an AI usage disclosure check

Please remove the pull_request_template.md update from this PR because if we merge, every repository owned by the microcks organization (including private repositories) will use it as the default if that repository has no valid local PR template!

Let's merge AI-POLICY.md and the updated CONTRIBUTING.mdfirst.
Next, I'll update the global-replicator workflow to propagate them.

And then you can update the pull_request_template.md. Please create a dedicated PR for this, as we will have to check it at the org level ;)
