DOC-416 (hotfix): Document Pinpoint's runtime deprecation warning - #931

localstack-pro#8481 adds an on_before_start warning log
("AWS Pinpoint is deprecated and will be removed after 2026-10-30")
so users see the deprecation surfaced by LocalStack itself, not just
the future AWS retirement date. Upgrade the existing tip to a caution
and show the exact log line.
