Hyperlight v0.17.0 has been released, so this moves the workspace off the temporary upstream Git revision and onto the corresponding Cargo package versions. It also updates
cargo-hyperlightto the release-compatible v0.1.14.The v0.17.0 crates have not propagated to crates.io yet, so the lockfile cannot be regenerated and Cargo checks remain blocked. This PR is draft until publication completes.
