Version bump is consistent. Cargo.toml, Cargo.lock, and all four SKILL.md files move to 0.36.1. No 0.36.0 reference remains outside CHANGELOG.md. The CHANGELOG entry matches the git-cliff template in cliff.toml, including the missing blank line before the prior heading, which every earlier release also has.
