Import dashboard language specification and review workflow

This moves dashboard specification ownership into Central Agentic Ops so future dashboard design can evolve alongside its operational surfaces.

Compiled and committed the generated workflow in 0a8abaa. Verification succeeds with gh-aw v0.87.6: 1 workflow compiled, 0 warnings.

Fixed the failing workflow-contract check in be62ffa by adding the compiled dashboard reviewer to the expected lockfile list. All 52 unit tests pass with the repository-pinned gh-aw compiler.
