Switches com.visualstudio.code.tool's add-extensions entry from a
single pinned `version` to a `versions` list ('stable;25.08'), so
third-party VS Code tool extensions published to the `stable` branch
keep resolving after this manifest's own version bumps, instead of
silently stopping at /app/tools until the extension author republishes
to the new branch.
Cherry-picked from flathub#542 (open since
2024-10, passing CI, unreviewed), updated from 24.08 to this repo's
current 25.08.
