All 32 require constraints were stale, two by a major version (mezzio-authentication-oauth2 is 3.x, swagger-php is 6.x). Adds symfony/var-exporter, php and the ext-* entries, a require-dev section, and separates the three packages used directly but not declared. Signed-off-by: arhimede <julian@dotkernel.com>
