Why
Change #219704 replaced the overview-and-phase-files plan with one checklist playbook and
check-plan.mjs. pstack still had the old three-line pointer andreferences/plan.md. An agent that followed it would write a plan shape that is no longer wanted. This ports the approved, leak-scrubbed shape.Scope
