Remove prevent-cli from codecov-cli repo

[calvin-codecov]

prevent-cli additions and changes were pulled over from getsentry/prevent-cli when consolidating it back into codecov/codecov-cli. We don't need these parts anymore and they create confusion as it is a similar copy.
