Add the Route Policies resource to the OpenAPI spec - #5444

Route policies are documented in the v3 reference docs and implemented in config/routes.rb, but were entirely absent from the spec. Adds all five endpoints, the route policy object and list schemas, the create and update request bodies, and the registry entries. Language derived from: docs/v3/source/includes/resources/route_policies/ docs/v3/source/includes/api_resources/_route_policies.erb (examples) Verified against config/routes.rb and app/controllers/v3/route_policies_controller.rb; the include parameter's valid values come from RoutePolicyShowMessage/RoutePoliciesListMessage.
