jet::elements::ElementsEnv blockhash type should be bitcoin::Blockhash not elements::BlockHash

This is the blockhash of the parent chain. It should be a bitcoin::BlockHash I guess. (Though I suppose in principle it could be any chain, sa maybe it should just be a sha256d hash or even just a byte array?)
