Replace some autogenerated Stable ABI notes with manual ones

We generate Stable ABI notes automatically. This works well in most cases.
But in compact lists/tables of many similar definitions, the notes get repetitive, and take up too much vertical space:

Let's skip the generated notes in this case, and manually add a common note before the table:

I'd like to work on this one.

Plan: give the c_annotations extension an opt-out for the generated Stable ABI notes (a no-stable-abi-notes class on the table, checked when walking up from the description node), then use it for the three tables in Doc/c-api/exceptions.rst, adding an S.ABI column and a common note before each table as in the mockup.
