This is a "rich man's SCB" - letting you do an SCB with at least some data that might well be the latest data. This avoids at least part of the issue with SCBs - that your peer knows they should just cheat cause you aren't gonna punish them - while still accomplishing a similar goal - letting you get the latest state broadcasted without necessarily having the latest state.
Of course this is still substantially less ideal than using VSS, so we'll want to have a motivating use-case in mind, I think.
