Upgrade to numpy 2 on windows

My project, the OpenScope databook, has a notebook demonstrating the use of CEBRA-time on an Allen Institute dataset in an effort to disseminate analytical tools in the field of neuroscience. @rly wrote AllenInstitute/openscope_databook#482 on the databook repo and makes a good case for why upgrading to numpy 2 is desirable, as the field continues to move versions. numpy<2 does not work with Python 3.13.

Cebra seems to be the thing pinning my project to numpy<2 and therefore python <3.13

Hi @rcpeene , this should only be the case on Windows. On all other platforms, we use the latest numpy version (up to the current #303 issue for which we limit to <2.5 currently).

I assume you are using windows then?

I personally am using windows, but in the interest of usability and reproducibility, I try to take pains to make the databook environment easy to set up on all major platforms; the project is less about yielding particular output with cebra and more about providing an educational resource showing how anyone can use tools such as cebra on various platforms.

Makes sense; from a first look, it seems like the numpy 2 issues on windows we saw before are fixed by now. I will do one additional clean build, then we can merge this pretty soon.
